The Policy Framework Project
(PFP) has been established
to develop an integrated framework for the development,
management and implementation of policy at UNSW.
UNSW does not have
an effective policy framework. This means that:
- Policy can be accessed through multiple
websites which is confusing to staff and does not ensure
access to the “correct” version
- There is no standard policy development
process. Many policy documents are therefore unclear and
inconsistent and many procedures are incorrectly
labeled as policy.
- Compliance is more difficult to achieve
due to a lack of consultation, or ineffective consultation
when drafting policy.
- Approval paths are unclear and difficult
to ascertain
- Implementation is usually not considered
during development and accordingly is often ineffective
- Obsolete and out of date policy are
not managed through a policy review cycle.
Project Objectives:
- Improved access
to UNSW policy
- Duplicate policy information on the
web eliminated
- Reduced resources needed for policy
development and policy publication
- Quality of UNSW policy developed is
enhanced
- Staff and student capacity to comply
with external and internal obligations is enhanced
- Local procedures are consistent with
University policy
- Policy gaps/issues identified and addressed
- Policy development is more efficient
through the application of expert knowledge in the development
process
- Up to date policy available at all times
Deliverables:
The University
will have a defined framework for the development and management
of policy. Staff will be guided through the process and
the controls within the process. A project management approach
to policy development will be used and the prescribed policy
development process followed. Policy will be created/modified
only under a delegated authority, after appropriate policy
analysis and consultation and presented in a consistent
format. Policy creators will be supported in the preparation
of documentation and the application of post-approval procedures
to ensure policy implementation and review are effective
and managed. Fast track and minor modification processes
will be identified and guidelines regarding their application
will be available to policy developers. A policy manual
providing guidance on the policy process at UNSW will be
available to staff. Staff and the University community will
have appropriate access to a central policy repository containing
authenticated current and archived policy and procedures.
