Phase 2: Research & Analysis

Phase 1: Establish Need Phase 2  Research and Policy Analysis Draft the policy Policy Consultation Policy Approval Communication of approved policy Implement the Policy Policy Review Identify the policy options which would address the issue under consideration and gather evidence regarding their workability.  Assess the implementation constraints within the context of UNSW.  By undertaking research and analysis unworkable or inappropriate policy decisions may be avoided.

 

Actions

 

1. Research:

  • Determine how the issue is currently being managed: identify strengths/weaknesses.
  • Benchmark. How do other organisations address the issue?
  • Conduct a literature review.
  • Review best practice.
  • Check UNSW administrative files.
  • Identify areas of policy overlap with document already in development.
  • Investigate the legal and policy framework identifying legislative and regulatory requirements.

2. Conduct Policy Analysis

  • Analyse the problem/issue to determine a policy response.
  • Evaluate different policy options.
  • Clarify the problem and feasible solutions.
  • What will be the impact of each policy option?

3. Start identifying the consultation requirements.

 

Deliverables

 

three Record of Policy Analysis (i.e. benchmarking, survey results etc)
two Policy options paper, if required.
one Draft Consultation Plan initiated.
